Automobile insurance is required by the state and the insurance commissioner
sets the rates and issues other regulations. If you are a new resident
to Massachusetts, you must change both your driver's license and
auto registration plates within 30 days, at the Massachusetts Registry
of Motor Vehicles. As auto insurance is required by law, you must
first obtain insurance before you can receive your MA. registration

The rates charged
for auto insurance are set by the state and are determined by where you
live, the type and age of your car, the coverage that you select and your
own driving record.
Whatever your standard rate would be, it is further modified by Merit
Rating surcharges or credits and Safe Driver credits.
Merit Rating: This is a state mandated method of rewarding good driving
habits and penalizing poor driving. When you first start driving in MA.
you are assigned to Step 15, which is called the neutral step, as there
are no credits or surcharges. Each year that you go without a blemish,
you drop down one step and reach the best level of Step 9,after 6 years.
If you have an at-fault accident or a violation, steps are added to your
record by formula and you pay more for your insurance.
This example is for a Ford Taurus, garaged in Quincy, with liability
limits of $100,000/$300,000 and Comprehensive fire, theft & Collision.
